The photo essay, which featured smiling youth, donated bicycles, and a thriving community greenhouse, was immediately forwarded to the Premier's office, where staff reportedly studied it for opportunities. "It's a lovely collection of moments," said one official, squinting at a photograph of a six-year-old receiving a bike. "We're just trying to understand who paid for the bike, whether it could have been a private bike, and what the bike's relationship is to Ottawa."
The 4-H parade drew particular interest, with provincial advisors noting that the agricultural youth program represents exactly the kind of rural, hands-on, community-building institution the government enthusiastically praises in press releases and quietly underfunds in budgets.
